Looks up a vehicle in the dealership DMS by registration number. Provide a VIN instead to skip the DMS lookup and continue to /services; Titan and TUNE both search vehicles by plate, so a VIN-only response has known_to_dms false. When a plate lookup sets known_to_dms to false, the website should call the existing NEVDIS lookup for the VIN, then continue with /services. Requires dms_service_booking:dealership.
